Hi Tyler,
Nage-no-kata and katame-no-kata are required for black belt promotion and we also practise other Kata's when we can. The problem with kata practise is probably one common to all clubs BJA and Zen, that is the amount of time and mat space available, the availability of experienced kata instructors and a suitable partner.
Kata should be viewed as a tool along with other training techniques, for improving the judoka's understanding of Judo. It isn't something which should have a start and finish but should allow a gradual improvement in the student's understanding and ability over time.

Kata is fun
Kata is not just for to pass a grading
Kata teaches you so much especilly about movement
