<p><font face="Verdana" size="4" color="#830628"><b>Sir Roger Singleton's check leads to Scheme changes</b></font></p>

    <li><font face="Verdana" size="2">Foreign exchanges &amp; international events will not be covered</font></li>

<p><font face="Verdana" size="2">Following a review of aspects of the new Vetting &amp; Barring Scheme (VBS) the Government has accepted all of Sir Roger Singleton's recommendations to make sure that the Scheme protects vulnerable groups without getting involved in private arrangements between parents and friends.</font></p>
<p><font face="Verdana" size="2">Responding to Sir Roger's report <i>Drawing the Line</i>, published on 14 December, the Government pledged to make the necessary adjustments to the rules of the Scheme to ensure it strikes the right balance between protecting children and vulnerable adults without being unnecessarily burdensome.</font></p>
<p><font face="Verdana" size="2">It is estimated that once these adjustments have been put in place, the number of people who will be required to register with the Scheme will fall from 11 million to nine and a half million.</font></p>
<p><font face="Verdana" size="2">Sir Roger Singleton, the Chief Adviser on the Safety of Children and Chair of the Independent Safeguarding Authority (ISA), was asked by DCSF Secretary of State Ed Balls in September to check that the Government had drawn the line in the right place in relation to those who have to register with the Scheme because of the frequent or intensive nature of their contact with vulnerable groups.</font></p>
<p><font face="Verdana" size="2">Sir Roger recommended that private arrangements between parents and friends should continue to remain outside the Scheme, but where an organisation makes the decisions on which adults should work with their children then the requirement to register will apply.</font></p>
<p><font face="Verdana" size="2">The effect of Sir Roger's recommendations will be that:</font></p>
<ul>
    <li><font face="Verdana" size="2">Where organisations such as schools, clubs or groups make the decisions as to which adults should work with their children or vulnerable adults then the requirement to register with the VBS should apply, subject to the frequent and intensive contact provisions.</font></li>
    <li><font face="Verdana" size="2">The frequent contact test should normally be met if the work takes place once a week or more (previously the test was if activity happened once a month or more). The intensive contact test should be met if the work takes place on 4 days in one month or more or overnight (previously the test was 3 times in every 30 days or overnight).</font></li>
    <li><font face="Verdana" size="2">Individuals who go into different schools or similar settings to work with different groups should not be required to register unless their contact with the same group is frequent or intensive.</font></li>
    <li><font face="Verdana" size="2">The minimum age of registration for young people who engage in regulated activity as part of their continuing education should be reviewed. The Government will make immediate changes to the rules so that the scheme will not require 16, 17 and 18-year-olds in education to register.</font></li>
    <li><font face="Verdana" size="2">Overseas visitors bringing their own groups of children to the UK, e.g. to international camps or the Olympics, should have a three months exemption from the requirement to register for the work they do with children they have brought to the UK. This provides that they only work with their own group. Once they start work with other groups, then registration will be required.</font></li>
    <li><font face="Verdana" size="2">Exchange visits lasting less than 28 days, where overseas parents accept the responsibility for the selection of the volunteer host family, should be regarded as private arrangements and the Scheme will not require registration.</font></li>

UK Coaching Certificate Evolution<br />
sports coach UK, working with Sport England and SkillsActive, has started work to scope the approach, content and timelines for a review of the UK Coaching Certificate in line with the Sector Qualifications Strategy (Coaching).</p>
<p>The Sector Qualifications Strategy (Coaching) provides each sport with the opportunity to review the technical content, learning approach and materials, assessment approach and workforce requirements for its programmes. In the same way it also provides an opportunity to review a number of aspects of the UK Coaching Certificate process, building on the great strides forward the UK Coaching Certificate has already made in improving coach-education standards. <br />
The UK Coaching Certificate provides a clear, external indication of the quality of coach education within sport. The coach-education programmes of 24 sports are currently endorsed by the UK Coaching Certificate, some with multiple disciplines within the sport. The need for such a process evolved more than seven years ago, to address inconsistencies in standards and the lack of a recognisable professional framework. <br />
There is widespread agreement as to the benefits that UK Coaching Certificate endorsement has brought to the quality of coach education in the UK. Inevitably, however, sports have identified a number of issues which have arisen with its implementation, and these need to be addressed.<br />

            <title>Jujitsu Hatsu Geiko Event 2010 - Help For Heroes</title>

When the UKCC was first mooted, the then Minister for Sport Richard Caborn said it was to be &ldquo;consultative and inclusive&rdquo;. It has not been. Our repeated request that independent judo be represented in the &ldquo;consultative&rdquo; process has been ignored. The judo UKCC was ill-thought through. It discriminates between those in the BJA and those who choose to remain independent of the NGB.<br />
<br />
Present Minister for Sport Gerry Sutcliffe, when referring to the relationship between the UKCC and BJA, speaks of &ldquo;their (BJA) UKCC&rdquo; and says &ldquo;individuals teaching other judo disciplines can qualify to teach or coach the BJA discipline&rdquo;.<br />
<br />
Why would non-BJA people want to teach the &ldquo;BJA discipline&rdquo;? Why should they? As a national award the UKCC must be open to all on equal terms regardless of affiliation or &ldquo;judo discipline&rdquo;.<br />
<br />
Mr Sutcliffe then says, &ldquo;I sympathise with concerns about the impact on the long-term future of judo clubs and hope that a solution can be found&rdquo;. Doesn&rsquo;t quite add up, does it.<br />
<br />
When asked what he is going to do about this issue he remains silent.<br />

<p>In my discussions with Sport England they tell me that they are in continuing talks with DCMS regarding UKCC issues the Campaign and others have raised.<br />
<br />
These issues are far reaching, and go beyond our insistence that there is equality and equity for all who wish to gain this national award, with access open to all on equal terms.<br />
<br />
Other martial arts and other sports are also actively pursuing issues.&nbsp;Sport England is now questioning some of the recommendations of the Task Force in their report of July 2002.<br />
<br />
When I started the Campaign four years ago Sport England were dismissive of our concerns and complaint, and our &lsquo;recommendation&rsquo; that matters &lsquo;went back to the drawing board&rsquo; fell on deaf ears.&nbsp;Sports England&rsquo;s now active involvement and acknowledgement that there are real issues that need to be resolved, with the possibility of a review of the initial Task Force recommendations, on which the UKCC was progressed, sounds encouraging.<br />

I will of course keep this Forum updated of any developments.<br />

<p style="text-align: center;">On The 24th &amp; 25th October 2009 Instructors and students converged on the Mosses Centre in Bury (Manchester) to attend the BZJFA 2009 Budo Course.<br />
This was the first time the course had been hosted by Sensei George Launders at the Shiro-No Zen Judokwi at Bury.<br />
The course proved to be as well supported as it was at its previous location in Radcliffe, Nottingham,<br />
with Instructors and students travelling from as far away as Essex and West Sussex.<br />
<br />
Instructors included Gordon Lawson 6th Dan BZJFA (Judo), Chris Moslim 7th Dan (Akido), Steve Mitchell 5th Dan (Ju Jitsu),<br />
George Launders 4th Dan BZJFA (Judo), Graham Padget 4th Dan BZJFA (Judo), Keith Harby (Wing Chun), Leroy Blake (Akido).</p>
<p style="text-align: center;">Session were held in Judo (Tachiwaza and Newaza), Akido (including weapons), Wing Chun and Ju Jitsu.<br />
The Saturday evening also included a disco and splendid food provided by Georges helpers.</p>
<p style="text-align: center;">Probably the highlight of the weekend was the well deserved presentation to Sensei Launders of his 5th Dan grade in Zen Judo<br />
by Shihan Gordon Lawson 6th Dan BZJFA (Head of The British Zen Judo Family Association)</p>
